The US Constitution provides for the impeachment of any officer of the United States for high crimes and misdemeanors and treason.
The GOP majority of the US House has authorized an impeachment inquiry into President Joe Biden without any evidence that he has committed these offenses. Frankly, this was inevitable because of the two impeachments of President Trump.
On the second impeachment, the US Senate could have prevented Donald Trump from seeking a second term as US President, but Republican Majority Leader Mitch McConnell thought that Trump would face the consequences of his actions on January 6th and other election related conspiracies and crimes in a court of law.
We shall see where this goes, with the very real potential of the US Supreme Court granting Trump presidential immunity for all of his actions while president. Unfortunately, without the real possibility of impeachment and removal and the potential for criminal prosecution, there will be no guard rails.
